CCIC will undertake specific projects that the Board deems relevant to the Construction industry and will establish a committee to provide direction to that activity. The Projects that CCIC has underway are:

Industry Performance Measurement

The Canadian Construction Innovation Council (CCIC) has initiated a study into the performance and competitiveness of the Canadian construction industry. This project is intended to measure the performance of the Canadian construction industry against a variety of parameters that will give a more complete picture of its performance; provide a process that can be repeated to give an indication of change in the performance of the industry; and provide data that can be used to compare the Canadian construction industry to that of other countries.

Given the diversity of the Canadian construction industry and the issues that have to be addressed, this project is divided into four phases. Phase 1 will establish a set of metrics that can be used across the entire industry and in Phase 2 those metrics will be tested with a few industry sectors. Phase 3 will allow the development of a full benchmarking program for the Canadian construction industry and Phase 4 will be the ongoing collection of data and the reporting on results.

Phase 1 consists of three separate Activities:

  • Activity 1 A comprehensive literature review of previous studies and identification of the metrics used in previous benchmarking studies and the sources of data.
  • Activity 2 A preliminary set of metrics that can be used to measure the performance of the Canadian construction industry.
  • Activity 3 A detailed work plan for a pilot project to test these metrics in selected sectors of the Canadian construction industry

Activities 1 and 2 are documented in a report titled Metrics submitted to the Institute for Research in Construction - National Research Centre.

The output of this study should be useful to the broadest broad range of the construction industry possible: contractors, designers, product and equipment suppliers, owners, governments, financial, research and development.

Alternatives Procurement Practices - to Lowest Bid Contracts

Although the construction industry has used the lowest initial bid process successfully in the past there is concern that this process might not be giving the best overall value to the owner. CCIC is conducting a review of the alternative approaches used by Defence Construction in its construction contracting process
